Financial Monitoring Service Holds Training for Law Enforcement Investigators

The Financial Monitoring Service (FMS), in partnership with the State Tax Service (STS), conducted a specialized training session on December 11, 2024, aimed at strengthening the knowledge and skills of law enforcement investigators in combating money laundering and terrorism financing (AML/CFT).

The event commenced with opening remarks by Mirali Kazimov, Deputy Head of the STS Training Center, who highlighted the critical role such training sessions play in enhancing awareness and professional expertise in the AML/CFT sphere.

Ayten Mirzazade, Head of the FMS Division for Cooperation with Law Enforcement Agencies, delivered an in-depth presentation on “Features and Methodology of Parallel Financial Investigations.” Her session covered the use of modern technological tools in financial investigations and the identification of money laundering activities during preliminary inquiries into tax crimes.

Fidan Abishsoy, a representative of the same division, followed with a presentation detailing the scope of information provided by the FMS and its integral role in investigative processes.

Faig Isazade, Head of the Financial Investigations Division within the STS Department for Preliminary Investigation of Tax Crimes, shared insights into predicate crimes associated with money laundering, focusing on tax-related offenses. His session also included a robust discussion on the subject.

The training concluded with a comparative analysis of tax evasion and money laundering schemes, presented by Shahin Aliyev, Director of the FMS Department for Data Analysis. This session offered valuable perspectives and facilitated further discussion among participants.

With approximately 40 participants in attendance, the training provided an important platform for advancing effective investigative techniques in the AML/CFT field, reinforcing cooperation between FMS and law enforcement agencies.
