Financial Monitoring Service and Chamber of Auditors Host Joint International Conference on AML/CFT Oversight

In line with the Action Plan approved by the Presidential Decree declaring 2025 the "Year of Constitution and Sovereignty" in the Republic of Azerbaijan, the Financial Monitoring Service of the Republic of Azerbaijan and the Chamber of Auditors jointly organized an international scientific-practical conference titled “The Role, Responsibilities, and Accountability of Supervisory Authorities in Anti Money Laundering and Combating Terrorism Financing.” The event took place on 23 May 2025 and brought together key stakeholders from relevant government bodies, as well as leaders and AML/CFT specialists from audit and accounting institutions of Israel, Pakistan, and Latvia.

The conference was officially opened by Mr. Vahid Novruzov, Chairman of the Chamber of Auditors of the Republic of Azerbaijan; Mr. Zaur Fatizada, Chairman of the Board of the Financial Monitoring Service; Mr. Anar Akhundov, Deputy Minister of Economy of the Republic of Azerbaijan; Mr. Orkhan Mammadov, Chairman of the Board of the Small and Medium Business Development Agency (KOBIA); H.E. George Deek, Ambassador of Israel to Azerbaijan; Mr. Saif Ullah, President of the Institute of Chartered Accountants of Pakistan (ICAP); and Mr. Chen Schreiber, President of the Institute of Certified Public Accountants in Israel (ICPAI). The speakers highlighted the importance of the event and extended their best wishes for a successful conference.

In addition to contributions from local and international experts, Mr. Nurlan Babayev, Director of the Department for Supervision and Cooperation with Law Enforcement Agencies at the Financial Monitoring Service, delivered a presentation on the "Risk-Based Supervision Concept in AML/CFT."

The conference concluded with a decision to compile and publish a collection of the presented materials and to formulate actionable recommendations for relevant stakeholders.

As part of the conference’s extended program, a specialized seminar on AML/CFT will be held on 24 May at the Azerbaijan State University of Economics. The seminar will be attended by AML/CFT experts from Israel, Pakistan, and Latvia and is designed for members of the Chamber of Auditors, staff of the Financial Monitoring Service, and the faculty and students of the university.
