Azerbaijan’s Progress Report Approved at MONEYVAL 70th Plenary Session

From December 15 to 18, 2025, the 70th Plenary Session of MONEYVAL – the Council of Europe’s Committee of Experts on the Evaluation of Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) – along with working group meetings, took place in Strasbourg, France.

The session brought together nearly 200 AML/CFT experts representing MONEYVAL member states and international organizations, alongside the Azerbaijani delegation.

A key outcome of the plenary was the adoption of Azerbaijan’s progress report under the 5th evaluation round, affirming that the reforms and measures implemented by the country in the field of AML/CFT have been positively assessed by MONEYVAL.

Additionally, Serbia’s mutual evaluation report under the 6th round was approved, and progress reports for Croatia, Estonia, Georgia, Montenegro, Poland, and Slovakia were confirmed. The adopted evaluation and progress reports are expected to be published in the coming weeks, following completion of the necessary procedures.

During the plenary, amendments to MONEYVAL’s procedural rules for evaluation rounds were adopted, and two thematic reports were approved, addressing risks of money laundering and terrorism financing related to virtual assets and armed conflicts.

The approval of Azerbaijan’s progress report underscores the country’s continued advancement in aligning with FATF standards and demonstrates the successful implementation of its national AML/CFT development strategy.
