Financial Monitoring Service Strengthens Awareness on Countering Terrorism Financing through Training for Non-Profit Sector

On December 3, 2025, the Financial Monitoring Service of the Republic of Azerbaijan organized an online training session titled “Fundamentals of Combating the Financing of Terrorism” for representatives of non-profit organizations.

During the training, Mehriban Fatullayeva, a representative of the Financial Monitoring Service and the session’s trainer, briefed participants on the concept of terrorism financing, existing risks in this area, and relevant international standards. She also explained the obligations of non-profit organizations under the Law of the Republic of Azerbaijan “On Combating the Legalization of Criminally Obtained Funds and the Financing of Terrorism,” as well as suspicious indicators that should be considered when accepting donations. A presentation on the topic was delivered during the session.

Arzu Khalilova, Head of the International Cooperation Division of the Financial Monitoring Service, provided detailed information on the importance of integrating non-profit organizations into the www.hms.gov.az portal, the legislation on targeted financial sanctions, the procedures for applying sanctions lists, and existing guidelines related to targeted financial sanctions.

The event continued with interactive discussions, during which participants received comprehensive answers to their questions.

The training was attended by nearly 20 representatives from government institutions and civil society organizations.
