By the Decree of the President of the Republic of Azerbaijan dated 11 July 2025, the “Regulation on the ‘Suspicious Activity Monitoring System’ Information System of the Financial Monitoring Service of the Republic of Azerbaijan” has been officially approved.

The newly adopted Regulation establishes the legal, organizational, and technological framework of the “SAMS” (Suspicious Transactions Monitoring System). It defines the rules for system use, the scope of data transmission, and the rights and responsibilities of the system’s operator, participants, and users.

The SAMS system represents a key initiative aimed at enhancing transparency in financial transactions and preventing illicit financial activities.
