Azerbaijan and Uzbekistan Strengthen Cooperation in Combating Financial Crimes

A delegation from the Financial Monitoring Service of Azerbaijan visited Tashkent on 14–16 April 2025 at the invitation of the Department for Combating Economic Crimes under the General Prosecutor’s Office of the Republic of Uzbekistan. The visit aimed to strengthen bilateral cooperation in the fight against economic crimes and to hold discussions on the development of future collaboration.

During the meetings, Head of the Azerbaijani delegation Mr. Zaur Fatizada expressed his gratitude for the organization of the visit and the warm hospitality, highlighting the successful development of friendly and strategic partnership relations between Azerbaijan and Uzbekistan in various fields. He also emphasized the effective information exchange conducted within the framework of the Memorandum of Understanding signed between the financial intelligence units of both countries in 2023.

As part of the visit, the Azerbaijani delegation held meetings with their Uzbek counterparts to learn more about Uzbekistan’s system for anti-money laundering and countering the financing of terrorism (AML/CFT), the national risk assessment center, and other related structures. The sides discussed topics of mutual interest, exchanged best practices, and identified concrete steps to expand cooperation.

The Uzbek side also acknowledged its participation in the 2024 Forum of Heads of Financial Intelligence Units of Turkic States and its accession to the “Shusha Initiative,” stressing the importance of further enhancing multilateral cooperation within this initiative.

Mr. Fatizada noted that the main goal of the visit was to gain insights into Uzbekistan’s experience in the field of financial intelligence and to explore joint efforts in combating financial crimes. The discussions covered the structure of financial intelligence units, current AML/CFT trends, and mechanisms for information exchange in line with international standards.

Both sides also exchanged views on launching joint analytical initiatives, projects, and training programs under the "Shusha Initiative," as well as on strengthening mutual support and cooperation. The Azerbaijani side expressed confidence in the continued success and deepening of cooperation in the area of financial monitoring between the two countries.

During the visit, the Azerbaijani delegation also visited the Museum of the General Prosecutor’s Office of the Republic of Uzbekistan and the Law Enforcement Academy, becoming acquainted with the history and activities of these institutions.
