The 29th Annual Conference of the International Association of Prosecutors was held in Baku, Azerbaijan, from September 29 to October 2, 2024. Mr. Fuad Aliyev, a representative of the Financial Monitoring Service (FMS) of the Republic of Azerbaijan, participated in the conference and General Assembly as the Chair of the Egmont Group’s Membership, Support, and Compliance Working Group and a member of its Executive Committee.
During the conference, Mr. Aliyev delivered a presentation on the misuse of non-profit organizations (NPOs) for financing terrorism. His presentation emphasized the critical role NPOs play in supporting various humanitarian and charitable activities, while also highlighting the risks of their exploitation for illegal activities, including terrorism financing.
Drawing on the expertise and research of the Egmont Group, Mr. Aliyev outlined essential measures to prevent such misuse and underscored the key role financial monitoring agencies play in identifying and mitigating these risks.
He also presented key findings from the Egmont Group's report on this topic, stressing the need for robust compliance and oversight mechanisms to prevent the exploitation of NPOs for illegal purposes.
Ultimately, Mr. Aliyev’s presentation at the conference highlighted the importance of global cooperation between financial monitoring bodies and law enforcement agencies, as well as the need for innovative strategies to combat terrorism financing through NPOs.
